Important advice
- In order to verify the identity of the applicant, he/she must appear in person at the time of application (in the case of minors - including babies - together with the custodial parent(s)).
- If a custodial parent is not present at the time of application, his/her signature can either be obtained when the passport will be picked up, or he/she can submit a signed declaration of consent, certified by a German notary or a German passport authority.
- Philippine documents must be issued by the Philippine Statistics Authority (PSA) and must be legalized by the German Embassy. Information about the legalization process can be found here.
- Foreign public documents might need a formal proof of authenticity, e.g. the Legalization or Apostille. In some cases, a document verification might be necessary. Find out here, which formality is relevant for different foreign public documents.
- Public documents that are not issued in German or English language, must be presented with either English or German translation. Information about translators can be found through this link.
- Previous Passport
- In case of loss, a police report and a document with a photograph to verify your identity must be enclosed
- Photocopy only from the personal data page (and visa, if applicable)
- Fully completed passport application form
- It is not possible to process incomplete applications.
- Birth certificate
- Naturalization certificate (only in case of acquisition of German citizenship by naturalization)
- De-registration certificate
- From the last German place of residence
- If you still have residency in Germany, the Embassy must also obtain authorization from the passport authority responsible for you. This will result in higher passport fees and longer processing time.
- Residence permit for the Philippines
- Valid visa in passport and/or ACR I-Card (I-Card) or SRRV (Special Resident Retiree's Visa)
- Or Philippine passport if you also have Philippine citizenship by birth.
- If you do not hold a valid Philippine Residence Permit, you are required to present a certificate of non-acquisition of Philippine citizenship from the Bureau of Immigration.
- One (1) colored passport photo
- Please take note of the BMI's photo sample board regarding the requirements for a passport photo and its required quality.
In individual cases, the submission of additional certificates and documents may be required. These may include, but are not limited to, court decisions, name certificates, certificates of acquisition of foreign citizenship, doctoral certificates, etc.
All documents must be presented as an original.
- Previous Passport

- Marriage certificate of the parents
- IDs of the parents (passport, identity card, etc.)
- Naturalization certificate (only in case of acquisition of German citizenship by naturalization)

Are the parents not married at the time of birth and application?
- Valid acknowledgement of paternity (Affidavit of Acknowledgment /Admission of Paternity, or paternity acknowledgement and declaration of consent notarized before a German notary public)
- Proof of entry and exit at the time of notarization of paternity acknowledgment by presentation of passport or Travel History Record from the Bureau of Immigration.
- Current extract (CENOMAR) from the National Indices of Marriage for the mother of the child.
- If applicable, marriage certificate and evidence of dissolution of parents' previous marriage(s) (death certificate/divorce or annulment decree with res judicata).
Did the parents marry after the birth?
- See 'Are the parents not married at the time of birth and application?'
- Marriage certificate of parents (Or original of family book with existing entry of child/adolescent).
Were the parents married during the time of birth?
- Marriage certificate of parents (Or original of the family book with already existing entry of the child/adolescent)
- Current extract (CEMAR) from the national marriage register (National Indices of Marriage) for the mother of the child
- If applicable, marriage certificate and evidence of dissolution of parents' previous marriage(s) (death certificate/divorce or annulment decree with res judicata).
Please note:
- It may be that your child does not yet have a family name according to German law. Therefore, please refer to the information on name law on the website of the German Embassy Manila.
- In individual cases, the presentation of further certificates and documents may be necessary. These may include court decisions, name certificates, certificates of acquisition of foreign citizenship, etc.
- If a custodial parent is not present at the time of application, his/her signature can either be obtained at the time of passport collection or a signed declaration of consent certified by a German notary or a German passport authority must be submitted.
All documents must be presented as an original.
Please note that there is a surcharge of 31 euros for issuing a passport abroad.
It is required to pay the fees upon submission of the application. In case of cash payment, the fees must be paid in Philippine Peso. The current exchange rate of the Embassy will be used for the calculation. Therefore, due to regular exchange rate fluctuations, exact peso amounts cannot be provided here.
Passport fees can also be paid by credit card (MasterCard or Visa). If payment is made by credit card, the amount will be debited in euros.
